MEEHA EmPOWER Program
The Multifamily Energy Efficiency and Housing Affordability (MEEHA) program provides funding to reduce energy consumption in affordable housing.
Use of funds
- To reduce electric or gas consumption.
- Limited health and safety or incidental repairs in projects completing measures that reduce electric or gas consumption.
- Gas reducing measures are allowed to be funded if the customer is in the Baltimore Gas and Electric Company(BGE) or Washington Gas Light Company (WGL) utility territory only.

$134.9 million for calendar years 2024 - 2026

Affordability requirements
A minimum of 20% of households must be 80% Area Median Income (AMI) or less for a minimum of 5 years
Project size eligibility
All building sizes and configurations including:
- Single family units as a group project
- Individually metered
- Master metered buildings
