Neighborhood Revitalization

The Maryland Department of Housing and Community Development’s Division of Neighborhood Revitalization invests in place-based community and economic development in Maryland’s legacy communities. 

Through leveraging financial resources and providing technical assistance, we partner with local stakeholders to transform communities into places people want to call home.

Neighborhood Revitalization envisions creating communities that are affordable, lovable and just where Marylanders live, work and prosper.

Afro Charities Inc. gives new life to Upton Mansion

In the heart of Baltimore’s Upton neighborhood, Upton Mansion, a historic building that has served as a residence, radio station, school, and more since 1838, is being revitalized with $2.3 million in support from DHCD’s State Revitalization Programs
