Funding update
Funding status: Funding is fully spent for 2025–2026 (Waitlist only — assistance is not guaranteed)
Next funding cycle: November 1, 2026 (October 1 for Garrett County only) - September 30, 2027, depending on available funding.
Other fundings: For heating, cooling, or hot water repairs, you may qualify for grants or low-interest loans through our home repair programs.
For utility bill assistance: Call 800-332-6347 or contact your local county's Energy Assistance office (OHEP). We do not provide bill pay assistance.
MEAP helps eligible Maryland households repair or replace heating, cooling, and water heating systems at no cost. The program operates year-round and is federally funded to make homes more comfortable.
Eligibility
To be eligible for the MEAP program, you must:
- Meet income qualifications. Your household income needs to be lower than the limits based on household size, as shown in the Income Limits table.
- Have a non-functioning heating, cooling, and/or water heating system.
What kind of work will be eligible is based on a home assessment and funding availability.

Accepted as income-eligible
If you are currently an eligible participant in one of these programs, you are automatically income-eligible for weatherization services:
- Utility Bill Pay Assistance through OHEP
- Supplemental Nutrition Assistance Program (SNAP)
- Temporary Assistance for Needy Families (TANF)
- Supplemental Security Income (SSI)
- HUD housing assistance programs
Programs NOT accepted as income-eligible:
- Fuel Fund Assistance
- DHCD Rehab Programs
- Baltimore Lead Hazard Control Program
- Medicaid
- MEA Energy Equity Grant
- MEEHA
- Geographical eligibility for certain areas
How the program works
- Home assessment: Once you are approved, a local agency will contact you to schedule an in-home assessment. This evaluation determines your home's specific service needs and identifies ways to increase the comfort of your home.
- Review assessment: The local agency will review the assessment results with you.
- Contractor scheduling: The local agency will schedule an approved contractor to come to your home and complete the recommended work.
How to apply
Important funding notice: Funding for the 2025–2026 has been fully expended. You may submit an application to join the waitlist, but we cannot guarantee assistance for clients who are placed on the waitlist during this funding cycle.
Complete a program application and submit all required documents to our office by mail.

Due to limited funding and a homeowner waitlist, MEAP prioritizes homeowners for heating, cooling, and hot water repair or replacement services.
