Housing Rehabilitation - TBD name change

The Special Targeted Applicant Rehabilitation Program is designed to:

  • Preserve and improve single-family properties. 

  • Bring properties up to applicable building codes and standards or a minimum housing quality standard.​​

​​​​​​​​​​​​​Eligible types of housing

Special Targeted Applicant Rehabilitation program funds may be used to assist in the rehabilitation of owner-occupied single-family homes.

This program is generally NOT available in the following jurisdictions:

  • Baltimore City
  • Baltimore County
  • Harford County
  • Howard County
  • Prince Georges County
  • Montgomery County

Eligible applicants

Household income of owner-occupants of single-family homes generally cannot exceed 50 percent of the 2025​ Income and Rent Limit​s published annually by the U.S. Department of Housing and Urban Development. Some loans may be made to benefit families with incomes that are 80 percent or less of ​these Limits provided that the household has circumstances that make them ineligible for other Maryland Department of Housing and Community Development financing.

Loan terms

Loans have an interest rate​ at zero percent and are fully deferred. Generally, the maximum loan is 100 percent of the value of the property. Loans are secured by a mortgage.

Local government involvement

All loan requests will be processed directly by local governments for properties within their jurisdiction.
