Family Sufficiency Program

The Family Self-Sufficiency (FSS) Program's goal is to help Housing Voucher participants achieve higher education, improve employment status, and guide them onto a path of self-sufficiency. The FSS program will guide participants in financial literacy, job training, childcare and other instruments to gain success in the workforce.

Who is eligible

Families receiving assistance under Housing Voucher programs are eligible to participate.

How the program works

The FSS program is a partnership between your family and a dedicated coordinator.

How the family sufficiency program works

  1. Enroll:

    Any adult in your household can apply as the "Head of Household" for the program. Once accepted, you sign a Contract of Participation. This contract usually lasts five years, but you can graduate early if you meet your goals sooner. If you need more time, a two-year extension may be possible for good cause.

  2. Set your goals:

    You will meet with a coordinator for a Needs Assessment to identify your family's strengths and barriers. Together, you will create a personalized plan. Two required goals are to obtain employment and be free of temporary cash assistance.

  3. Receive ongoing support:

    You and your coordinator will check in every quarter to stay on track. We provide referrals to community partners and offer workshops at our Shore Community Engagement Center to help you with:

    • Job training and employment counseling
    • Financial literacy and homeownership
    • Childcare and transportation assistance
    • Health services and higher education

The FSS Escrow Savings Account

A benefit of participating in the FSS program is the FSS Escrow Account, a tax-free savings account. As your employment wages increase, a portion of your rent increase is deposited into this account for you every month. Once you successfully complete the contract, you will receive all the money in the account plus interest.
