UPLIFT final guide & materials released; UPLIFT application open; Upcoming UPLIFT information session
The Maryland Department of Housing and Community Development has released the final version of the UPLIFT Program Guide. The Guide incorporates changes based on public comments on the draft version received during the public comment period in December 2023.
The goal of UPLIFT (Utilizing Progressive Lending Investments to Finance Transformation) is to increase property values and provide wealth-building homeownership opportunities in historically redlined communities by accelerating the pace of development and sale of quality affordable housing in targeted neighborhoods. Selected qualified development teams will use a combination of public and private financing to produce affordable housing. The difference between the cost to produce this housing and its sales prices (the appraisal gap) will be supplied by the State under UPLIFT.
In addition to the Program Guide, the Department has released several application documents and links, including the Application Submission Package, Eligibility Map, Pre-Application Meeting Request, and Waiver Request Form.

The Department will be hosting a virtual Information Session on March 18th from 3 - 4 p.m. During this meeting, the Department will provide an overview of critical elements of the Guide and application process. Below are the details to join the session:
