Materials for Title Companies and Financial Institutions
Title insurers and their agents are required by Maryland law to pool client trust funds that are not expected to generate more than $50 in interest. This interest is sent to the Maryland Affordable Housing Trust (MAHT) to help fund affordable housing in Maryland.
These resources help title insurers and financial institutions meet reporting and remittance requirements.
Annual Report Requirement
Title insurers and title insurance producers must submit an Annual Report for each MAHT and non-MAHT escrow account. They must submit a report even if they do not have an active MAHT account or are not currently conducting business in Maryland.
- Reports must include total activity for the entire calendar year.
- Submit one report per account.
- Reports are required even if the account was only active for part of the year.
- Transactions involving properties outside Maryland do not need to be reported.
Submitting the report
- Annual reports are due March 31 each year.
- Email your completed report as an attachment to [email protected].
- We accept scanned copies of handwritten signatures or typed electronic signatures.

New Account Enrollment
If you are a new title insurer or producer, you must open a MAHT account with an approved financial institution.
- Complete the Enrollment Packet
- Submit a copy to the financial institution
- Email a copy to the MAHT Program by email at [email protected].
Interest Remittance Requirement
Interest earned on MAHT accounts must be remitted to the Maryland Affordable Housing Trust (MAHT) at least quarterly. Financial institutions may send one total payment for all MAHT accounts they manage. But, must still provide a report showing the interest generated for each account.
For each account, the report must show:
- Title insurer or Title Insurance Producer name
- Account number
- Rate of interest yielded for the period
- Gross interest
- Types and amounts charged for services provided to this account
- Net interest paid and remitted for the statement period
