The U.S. Department of Housing and Urban Development (HUD) provides Community Development Block Grant Recovery Housing Program (CDBG-RHP) funds to states to expand access to stable, transitional housing for individuals recovering from substance use disorders.
The Maryland Department of Housing and Community Development (DHCD) administers the program through an annual competitive funding round.
How the program works
DHCD awards funding through an annual competitive application process:
Announcement: Each year, we publish a Notice of Funding Availability (NOFA) on our website to announce that the new application round is open.
Application materials: We release all application materials and program guidelines on the day of the workshop.
Workshop: We host an annual application workshop to walk applicants through program requirements and evaluation criteria.
Competitive evaluation: DHCD reviews and scores submitted applications through a competitive rating process to select awardees.
Note: HUD Income Limits do not apply to this program.
Who is eligible to apply
Maryland county governments, including Baltimore City, are eligible to apply.
Local governments may apply on behalf of eligible nonprofit organizations that provide recovery housing and related services.
Uses of funds
Funds may be used to create or expand transitional recovery housing for women in recovery who:
- Have children residing with them
- Are seeking reunification with their children
- Are pregnant
Eligible activities
Eligible activities include:
- Acquisition of property
- New construction
- Rehabilitation or renovation of existing property
Project requirements
Applicants must demonstrate:
- A need for the proposed project
- The capacity to complete and manage the project
- A plan to sustain recovery housing services over the long term
