Homelessness Solutions Program (HSP)

The Homelessness Solutions Program (HSP) helps communities across Maryland prevent and end homelessness. HSP provides technical support and funding to:

  • Continuums of Care (CoCs): Local and regional organizations that are responsible for coordinating homelessness services.
  • Local Homeless Coalitions (LHCs): Community-based groups focused on local solutions to homelessness.

These organizations work together to help connect people to housing programs, shelters, and other services.

Eligible applicants

Lead agencies for the 16 Maryland Continuums of Care (CoC) and Local Homeless Coalitions (LHCs) are invited to apply for HSP funding on behalf of homeless services providers in their community.

Eligible projects​

HSP funds can be used for the following homeless services and activities:

  • Street Outreach
  • Emergency Shelter
  • Rapid Rehousing
  • Homeless Prevention
  • PSH Case Management
  • HMIS
  • Administrative Cost

Application process

  1. Read the Application Guidance carefully before downloading and completing the forms.
  2. Submit applications online via the Project Portal.
  3. Review the application training slides for guidance.
  4. If you have questions, contact your project manager.

Important: Only eligible lead agencies (see Eligible Applicants section) can submit applications for funding. Applications from independent parties or non-affiliated organizations will not be accepted.​​​

Registration Requirement ​for Shelter Providers Serving Unaccompanied Minors:

Effective July 1, 2020, all public or private nonprofit organizations providing shelter or supportive services to minors must register with the Maryland Department of Housing and Community Development.
